If you were to develop a site from the groundup?

I have a travel site that I'm currently in the process of redeveloping
its focus in excellent content and the current site is linked by some big players. The site would be Ad/link supported. Not a get rich scheme but a solid content site that has value to travelers and shows stunning pictures.

The budget for development is very small and I'm pulling every string I can to make it happen.

My question is to everyone who reads this is.

If you had a limited budget and wanted to develop a Database driven website that was search friendly and easy to maintain what software would you use? Is there any opensource that would be a good starting point (i've looked a phpnuke) not sure if it will work. Or do you think that I need to purchase something off the shelf like Ektron?

How about a MySQL database and PHP website being served off of an Apache webserver whom's computer OS is Linux?

Any suggestions on software applications, opensource vs. off the shelf?
and specifically what software I might consider?

What? What kind of software application are you looking for? WSFTP Pro is a nifty software application for cheap, but it's useless to help you write web pages or compress your code archives.

Are you looking for text editors? Content management systems? Graphics design tools? Code checkers? Good solitare games?

OK well maybe my question was not clear enough but yes a tool that will allow me to administar, upload content, add new destinations, track ads, etc. A CMS APP.

I don't know Content Management Systems.

I've developed my pages with hand-written templates, included files and page sections, and javascript with page-specific variables and I'm able to maintain them well enough. Of course, I designed the site with maintainability in mind. Likewise, I've got some other sites what have grown large enough, and that can't use SSI, that I'm using some perl scripts to hack out some content management.

I just registered and downloaded a flash template and i dont know what program to open with, i dont have a website maker or anything lol
