editing images - how?

What is the best graphic editor to edit the template images. I've tried photoshop, only to be locked out of the layers.

Pls help

PhotoShop is the industry standard graphics editing tool. You can try Paintshop Pro (there is a try before you buy version),or the commercial Ulead PhotoImpact. They all have extensive image editing capabilities.
