How do I make a 'Local Business Directory'

Hi there folks. I wish to build a local business directory like yellow pages. Is there any software out there that i can use or can anyone recommend - commercial or freeware. If not, is it a case of using Access to build a database.. Any help guidance would be much appreciated. Ken
