I want to create a bunch of on topic blogs and link them to my site... will this work. I have created one blog (2 hrs work) and submitted it to blog directories and now it has a PR4. Is the link from there good and should I continue making more blogs like this?

If it were truly that easy, everyone would be doing it successfully.
Be careful of building a "link network" like this. If/when the engines figure it out, everything in it will lose value quickly.
It's basically a house of cards - looks great from across the room - but a small breeze and it topples.
Worse, even if it does work, all it would take is one e-mail form a competitor to Google or Yahoo, etc. to alert them to a potential issue. if the come looking, it could mean trouble.
Now, if you wanted to actually maintain each of these blogs as a going concern - updating them frequently with useful content, etc., then you'll want to make sure the domains reside on different c-blocks (third set of numbers in the IP addy need to be different). Still, it's no guarantee they won't be seen as related.

well, I wanted to create these blogs at diff blog sites... ie -> Blogger.com, Bravehost, WordPress, Technorati etc. If they don't all link to eachother and only some link to me, how would it look like a network?

It sounds like you want to create a bunch of feeder or "doorway" domains/sites and link them to your site.
It could possibly work if you create unique content on those topic blogs and update them on a regular basis (i.e., create real blogs and real sites).
