Dislcaimer: I know most of you place no value on visible tool bar PR and backlinks, but I happen to politely disagree with this assumption.

I am seeing big changes in PR and backlinks for my newer sites today and corresponding movement in rankings.

It's not an assumption, but I respect your right to disagree.
Rankings and (non-visible, real) page rank are reviewed on an ongoing basis; visible PR is unequivocally at least three months out of date.
Therefore, any perceived link between rankings and visible PR is the product of wishful thinking.

It is. I suspect it's because when they 'invented' page rank, they really thought they'd found the Holy Grail; spammers proved them seriously wrong, and from being the main factor in the serps for a while, PR has been reduced to just one more factor in the 200+ (albeit a bigger factor than many, I believe).
Having made such a thing of it, they've been in reverse ever since, and haven't quite got the courage to make it private again.
Plus it's a useful distraction for them
That's may 2.5 cents, anyway.
