Google has a help page that explains how to get your ad in the top position.
Bidding higher MIGHT work; however, since you believe your ad position dropped when they implemented the quality score it may not help. You can try various bids to see if that makes a difference. If you were bidding for first place unless another advertiser intentionally bids just under the amount you're bidding you probably won't actually have to pay that amount.
If that does not work you can try creating alternate landing pages optimized for that keyword phrase. You may want to check out the Google Website Optimizer program currently in beta.

Dear flyingrose. You're a good woman but my question was about Yahoo (Overture). The changes I mentioned... means Panama-inspired changes.

Sorry...I didn't notice the title and only read the text. Most people ask about Google. I suspect the answer is the same though as the intention of the Panama change is to make Yahoo more like Google.
I would try raising your bid first and see if that makes a difference. The "new" Yahoo system indicates what the top bid is although I don't know yet how accurate that is.

Chris Eaves' CogBlog talks about the Yahoo Search Marketing Revamp. He writes:
"A relevancy factor influencing bid - No longer will you be able to guarantee top position by price alone. Now your bid will be affected by a relevancy multiplier that considers your title, description, historical click-through rate, landing page, and other "secret" factors."
If you don't mind sharing can you let us know if raising your bid moved you to what you're calling "the BLUE spot"? Are you currently bidding the amount their new system indicates is the "top" spot? I don't usually try to be first so I haven't experimented with how this is being implemented at Yahoo yet.
