PPC is something done best when tied to a specific ROI - more short-term, IMO.
If your goal is to spend the marketing budget and drive sales, PPC is you route.
SEO is the basics of being found for relevant terms. While seen as "free" it most certainly is not. Here's what my company has to consider:

Directory submissions for new projects
Sundry other small items.
I can honestly say this - since I am an in-house SEM, our company with invest more this year in SEO-related efforts, than in PPC spending out-right.
To run a proper PPC campaign requires good planning, constant monitoring, and, sometimes, deep pockets.
To run SEO requires knowledge and time.
I would NEVER use PPC as a way to run a branding campaign - for that you need mass exposure. Much as folks liek to think just buying ads on websites and having your logo there is "branding", it's not.
Branding requires a corporate commitment, long-term relationships with worthwhile advertising outlets capable of supplying tens of millions of views each month for your "brand" and a very well thought out plan to follow.
However, in terms of monetary returns, i personally feel that SEO is always the best to maintain long terms SERPs.
Accurate, considering PPC does exactly zero to enhance any long-term organic SERP results.
