I'm not sure what you mean about "making RSS". Most blog software like WordPress will create an RSS feed. If you need to use someone else's RSS feed as content on your site you'll need an RSS Parser like CaRP.
For a podcast, you'll need a tape recorder and the ability to save it as an audio file on your PC.
