Our designer has started using Fireworks, using layers all over the place, instead of tables and css.
How do layers effect site optimisation? Do search engines have any problems crawling layers?

Layers can actually benefit optimization because you can place them closer to the top in HTML and they can be rendered down towrads the bottom of the page because of CSS positioning.

what about browser problems using layers Are there any?

It's a known bug in Netscape 4.0 that on a resize of the page the site "breaks". This is easily fixed by inserting a script that reloads a page in netscape upon a resize. I kno that even DW comes with a "Netscape Resize Fix"

Just thought I'd throw something in here...I've used layers for sites before, and making sites with them via DW is really simple...but if you're looking to add extra features, like mouseover-pop-up menus, some IE and Netscape/Mozilla browsers show the menus popping up in the same place.
I had to fix it by finding exactly where the menus should pop up in each browser, and had to write some Javascript to write the page according to whatever browser was being used.
