I have just downloaded this template: "Business_Portal_Blue";
I want to know if it is really free for any use.

Yes, generally they are free for any use. There are terms and conditions, so I suggest you read those to make sure you're following all the "rules".

Yes, the templates downloaded from FreeSiteTemplates.com are free for your use. You may not turn around and sell the template or use it as part of a package you are selling.
