Can somoene tell me how to do the effect that is on this banner? The wavy effect in the background. Thanks!

I'd do it in Photoshop.

Use the pen tool to create the boxes with a wavy top edge - put each on a different layer and fiddle with the opacity in the Layers pallette.

Then use the gradient fill tool and bevel emboss to value 1 on all wave layers.
