I need to submit a site that offers a commercial service in four different countries. The USA is NOT one of them. I could submit the site once to the appropriate topical commerical category and then again to a regional category - but should I attempt to submit the site to each of the four countries under 'Regional?' If no, how do I select which region to go with?
Is the topical commercial category submission a waste of time since the site does NOT service the USA?

Topical submissions are not sorted by region but by language. So it would not be a waste of time to subit to the topical category.
Remember that regional submissions are sorted by the place the company is situated. That may either be the town (for a company with a single site or with a clearly definable main address) or the region (for a chain of supermarkets for example).
If you are talking about an online-shop, the topical submission will be the only one that is listable.
If you are talking about a "normal" commercial site (lets say someone who has a chain of toyshops in 4 countries all over europe) it will normally be listed in the most apropriate category. That would be something like Regional/Europe/Business_and_Economy/ for our chain of toy shops. Exceptions made for extreme content rich sites as usual.
