Many sites like www.gimpsy.com, www.GoGuides.org and www.skaffe.com come highly recommended, but have a $40 fee if you wish immediate submission. If we have the budget, should we pay to get included?

Because they are respected directories, they provide non-reciprocal links into your site and they are from pages/catagories that are themed to your subject.

Look at the SERPs. Pages from those directories do actually appear in the results, sometimes rank very well, and do deliver (a small amount of) traffic.

Some other directories deliver NO traffic at all. Don't try to get included in those.
