I would just like to know what the people of this forum think is the best way to start and maintain a successful link campaign.

1 - pay for, or get free, links from reputable directories
2 - determine who the "authority" sites are for your "industry"
3 - approach them politely about linking to your unique content
4 - look for other such sites an repeat
It takes a lot of time and work.
The days of lots of inbound links being important are over, so now it's quality.
Having said that, even this is being redefined to allow more "weight" from inbound links originating from the "authority" sites for a given topic.
I believe inbound link building is becoming, and will continue to become, a smaller component of why a site ranks well.
I also believe we'll see a shift from the recent trend of placing big importance on inbound links and a shift back to content, then onto validation of code and other basic housekeeping issues of site design.
Basically, more profession sites with solid, unique content will be the way to go in the future.
Link building will still be valuable, but I'll suggest it's value, in the future, will be more for "grassroots marketing", traffic building and getting indexed by spider.
Obviously just my opinion, and we'll see if this ever happens, but that's my guess...

Hi !
I think if you follow this procedure, it will certainly give good results :
1. Find good quality, complementary sites.
2. Place a link to them on your site.
3. Once you have placed a link to them, email the owner of the site a short, friendly note. Address him or her by name. (If the name is not there on the site, you can find it at www.whois.sc
4. Genuinely praise something on his site. If you cannot find anything to praise, delete the site from your list.
5.Tell the owner that you have linked to their site giving them the URL of the page where you have placed your link.
6. Ask for a link back to your site, suggesting a page where the link would be appropriate.
7. If you do not get a reply try sending a brief , polite reminder.
Keep a record of the sites you have contracted.

So if incoming & paid links are on the way out, what's the best strategy?
Focus only on quality links?
Does the pure volume of relevant content pages play a major factor?
Suggestions?

As well as the advice given by Sporty and Giz, submit your site to relevant directories too.
Make sure not to miss DMOZ when you are submitting. Then while you are waiting for results come back here and read the posts.

Speaking of DMOZ, I submitted my site to them a good 4 months ago, and have heard absolutely nothing. Is there any way to get a status update or anything along those lines?

It can take anything from a couple of days to a couple of years to get listed in DMOZ.
I'm not sure about getting updates from DMOZ. I think you need to be an editor to do that.
Hey Giz, you're an editor aren't you? What is your comment here?

Over 8000 editors are busy building categories (but there are 650 000 of those), and when someone takes an interest in the one category that you submitted your site to, then at that time it might attract their attention. There is no other way.
Do not resubmit. Do not submit to multiple categories.

DMOZ took 9 months to get my site in. 
I also volunteered twice to be an Editor in available categories - turned down both times.
In the end, I'm happy and feel the Editors over there are doing the best they can.

Your Directory category plays a major role in determining your subject topic - this alone makes particular directory listing(s), such as DMOZ and Yahoo, important.
Do not resubmit.
I will second g1smd on this. Editors are just like you and me - I hate it when people tell/show me same stuff over and over.
Do not submit to multiple categories
Generally, this is a good guideline to follow...BUT...
I wanted to mention that you can have multiple category placement at DMOZ...unique and useful content/tool(s) will not be turned down for multiple categories as long as the editors see the fit.
Just be honest with yourself when it comes to the uniqueness and usefulness of your content/tool(s) - you know (deep down at least) whether or not your content/tool(s) is good enough for multiple category placement.

Kim probably right. Provide quality content to your visitors. Observe what your visitors like most. Observe the response of visitors with effect to your change in layout of your web pages. Maintain a linear content and resource box as a showcase of your expertise, so that an unknown visitor or webmaster can be interested to your site.

Submit once to the one best category (exception: you can submit to Topical and Regional catgeories for some sites) and editors will multi-post the site to other categories if they think the site is worth it.
Multiple submitting a site to multiple categories is not recommended, and can soon look like spam to editors.
