Can any one give me the exact meaning of "3-way link exchange" and what does it do and whether is it help ful

It is a spam method that people thought that Google would not notice.

3-way link exchange is an attempt to disguise reciprocal link exchange.

It is generally accepted that one site trading links with another is pretty useless as to improving your position in the serps. So the idea is that three sites exchange links (site a links to site b - site b links to site c - site c links to site a) - unfortunately this is a non-starter as Google can detect up to 6 way exchange.
