My host doesn't allow mod_rewrite and I'm using phplinkdirectory 2.0. Now I must use queries and I would like to know how much penalty that will give by search engines. Should I change webhost?

Setting up a link directory should be okay as long as you only allow or list links that are on-topic to your site. Personally, from my experience and from what I know lately about what's happening in the search results, I wouldn't spend time building a link directory; I would focus more on creating content.

The search results (when it comes to Google in particular) are more about relevency and what we previously called the "freshbot effect".

If your host doesnn't allow mod_rewrite then I would consider another host whether or not you're going to use phplinkdirectory or not. There are a lot of other reasons to use mod_rewrite other than just installing a link directory script.
