Pay for those you want, select the free ones you want - totally your choice - just read each directory's rules carefully and follow them. Seriously, there are hundreds of useless directories out there - just look through that list and select the ones that best fit your needs, then be done with it. Submitting to hundreds of directories does no extra good anyway... (Copy Shortcut)

If the website is new (fresh), then submitting to some directories (for free) is a good staring point... ...and it's decent advice, too. It's a great way to get a new website crawled by the engines.
