How do I go about to get re listed in google. The site was blacked listed about 4 years ago and to this day I get this report:
Backlinks 0
Backlinks (with www) 0
Pages Indexed 0
(includes pages of EVERY subdomain, eg. *.)
Pages Indexed 0
(includes pages of ONLY www)
The site is 8 plus years old and the site is the corporate name.
Half ones life is a bit much to banned
Any help would be greatly appreciated.

clean everything up, make sure there is no trace, make sure there are no outbound links to bad neighborhood sites.
Once you are absolutely certain it's clean, file a reinclusion request with google.
It doesn't hurt to be an adwords client, although some may argue that, if you're big enough they'll be more likely to at least check the site out in the first place.
Check all the code, make sure there's no garbage at all left. Must have been something basic 4 years ago, what was it? Onpage? Cloaking? Redirects?

If I remember it was back in the day that you over loaded the home page with hidden text.
Would you know of any web utility that I could run the site through to see if it passes google or for that matter any of the other search engines rules?

As far as I know there is not software solution for this. I think the best way is to manually go through the site one page at a time.

I would fully rewrite the site, css/html, make sure it's actually good.
I've seen page penalties last quite a while, sometimes 2 years or so, but if you fully clean up the site, then do a reinclusion request you should be alright.
Obviously if the page in question was the home page, the whole site would drop, since google drops the penalized page. If it was more pages on the site, the whole domain was penalized I'd guess.
This is a good example of why you don't use hidden text: it's not because google is particularly good at detecting it, they aren't, but if they do find it, competitor turns you in, whatever, you are scr#wed. For a long time.
If there was a utility that could detect the different ways of spamming a page accurately then google would be able to detect this stuff consistently, they can't.

Yes rewritten from asp to php so nothing is left of the old. And using simple meta tags and robot.txt file for the search engines.
