It is one way to increase link popularity through Weblog, ie, write Weblog including the URL to promote. However, will this way be considered as spam by Google?

Yes and no. Blogs by themselves are not very influential. It is when a mass of blogs all suddenly start writing about the same site when the blog links have a great effect.
But the other way blogging can help you is to put the blog directly into your main website, and use it to build quality content. Blog systems are automatically well optimized for search (at least quite a few are). So, using them to build quality content can sometimes be an even better approach than using them to build links.
