how to increse the google rating on my site (In: Google)

Can anybody explain me how is possible that when making a search like:
allinurl: ".com"
the second shown result is lanacion.com.ar with a PR=7 while, for example, excite.com is in the 20th position with a PR=9?
How can it be that if Google is supposed to be showing .com URLS, without any other keyword, a lower Page Rank page comes first?
There must be an explanation, bust right now I just can think in one...
Can you help me?

PageRank is a number that is determined from the number and quality of incoming links to a page.
The Toolbar PR is an old version (by several weeks or months) of the figure used internally in Google.
PageRank is only one factor in more than 100 factors used to determine positions in SERPs.

They are now more interested in quality after millions of spammers proved that they could easily manipulate quantity.

Yes Giz - agreed - Google made a big mistake by letting the great unwashed see a graphical representation of what was an important part of the algo.
People need to know that the old techniques of trying to manipulate PR will mostly have the opposite effect to the one they are striving for.
