A link to your site that appears on every page of some other site.
Shows that you either paid to advertise there, or your site is a part of an interlinked "network" of sites.
Run-of-site links aren't worth a lot for creating PageRank. A site with 10 000 pages wouldn't count the link 10 000 times.

Does this mean that a link included in a footer file that appears at the bottom of every page is bad???
Example "Web Design by Company Name"

Well, generally speaking, yes. In the case of Web Design by Company Name, the links need to be from other web design sites and not client sites (generally client sites are off-topic). Unless your client is another web design firm, those links will get discounted or ignored for several reasons:
- the link is on every page on the site
- the link has the same exact anchor text
- the link isn't on-topic
- the link appears in the footer (it's not towards the top of the page where visitors will see it or it's not in the body text/copy of the page)
