    I've seen some of my competitors posting links in Blogs. Does this work to improve ranking in Google ?

    What do you mean, exactly? Your competitors are posting links on other people's blogs in the comments section?

    Or are you referring to your competitors creating blogs and having their own blogs?

    If the blogger allows comments and doesn't police them, then folks can get away with link dropping like that. I personally try to refrain from doing it, but if the blog software allows me to register and link my username, I do so - provided I have a proper response to the blog's commentary.
