Does it make any difference if I put my content in normal text or in a <marquee> tag in Google ?

Kindly explain the Google point of view. Which is better ?

I would prefer normal text with bold and/or color effect.

Hi,

It is better to place the content in normal text and just use bold and italic for keywords

You do not need to use bold and italic for keywords.

Overdone, a page like that is very hard to read.
