Say site A and site B had a recip. link but site A removed their link to site B and therefore made the link from B back to A one-way only - is it anyones guess that this link would suddenly have strong one-way link credit or would Google be smart enough to know that it was previously a recip. and that site A may have removed the link just to boost their credit? Surely a clever algorithm would know it was previously a recip. but I have seen a website jump over (may be coincidence) as soon as they took our link off.

Id G sees it before you remove your end, it'll just appear to be a one-way link.
Trouble is two-fold:
1 - if they did see the recip, then you removed it, you come off looking like a doink, and they don't like doinks...
2 - if the other site sees the link is gone, yours will be toast shortly, too, negating that one way that was "built"
IMO, this is simply a bas practice - webmasters talk and are happy to spread the word to others about folks who play games liek this.

What happened to us is that we asked for them to re-add the link and they did...but it seemed like the damage had already been done as they (possibly quite by co-incidence) leapt over us and since putting it back it hasn't changed anything.

Don't sweat it - G will sort it out in time, I think.
Could also be another reason why they have recently obtained a higher ranking than you, too.

Let's hope so.
In the mean time, anyone know a way a commercial website could get a one-way authority link from a .edu or .ac.uk??? ;-)
