Yep - sad to say, but this whole issue is very old news, so folks who were caught "unaware" need to get past it and work with the new reality.
The baseline things that you need to do to optimize sites and stay in Google's good graces haven't changed much over the years.
On this one, they've clarified it and are now taking action since it affects them directly. No doubt they also let it sit long enough so that it would make examples of folks who disregarded it.

That was an old news and it seems that it has a negative result for the paid links especially the directories. There is a decrease of ranking and possible the google penalized it.

... except Quality paid directories, where the money is clearly for an editorial service (review, maintaining high editorial standards etc.), not an advertisement (no review, no selection, little or no editing, obvious what it is to a five year old).

I see a lot of my competetors thriving now over past several months using paid links, still waiting for them to get dropped, but thus far they appear to just get stronger. Very frustrating.

So far it's paid link selling that seems to be penalized; if that works, the effects will filter though eventually.
But it'll be a while before the penny drops for some folk
