There are several techniques to get backlinks:

1. Article submissions
2. directory submission
3.Blogs
4.Link exchange
5.forums

Errr. You missed the most obvious one.

Get compelling content on your site, content that people would naturally want to link to.


And, no, I would not recommend spamming in forums for links.
