I am about to invest in creating a new website for my new paving company. However, before I fork out the money for the new site, which I plan to optimize myself thanks to the knowledge I have aquired on this site, I want to know will this site get served by google even though it will be brand new?

Google will find it within a week or two of some other site linking to it. It will appear in their index less than three days later.
Well. That's how it usually goes. So, make sure you put online only what you want to be found, 'cus if you publish it, it will be indexed.

Make sure you get set up with an xml site map on Google Sitemaps to increase chances of fast indexing.
xml-sitemaps .com is a free tool to generate one

adding your site to this IS submitting. you create a sitemap verify your site through webmaster tools and you are golden
