1) customize each text ad for each campaign

2) Create campaigns by grouping relative and related keywords

For example say you are selling cars. You should have several campaigns set up one for the keyword used cars, another for new cars, and maybe one for luxury and so on...

Then for each of those campaigns, create a customized ad. Try to focus on using important keywords, meaning popular yet unique keywords in your title.

3) when coming up with keywords remember to think broad, long specific keywords tend to become clutter and dont get any impressions.

4) Also think about turning off the content network if you want to get higher qaulity clicks

Also, customize your landing page to be relevant for the targeted keyphrase. This will lower your over all cost per click. Google measures your landing page relevancy

Another thing I'd add is to make sure there's an easy way for the browser to reach their destination. A lot of PPC campaigns don't see conversion because the landing pages are too convoluted, there's no quick link to a "purchase page" or whatever. The clearer and easier the call-to-action, the better the conversion (usually)...
