Hi,
I want to create a site that will get well ranked on Google.fr for 'pages Francophone' and 'Pages en France'.
The site will all be in French. And the domain is a .fr
1: Must it be on a server located in France?
2: Must the IP be French?

For most country TLDs, you need EITHER a local suffix (.fr in this case), OR local hosting, but not both.
However the details do vary, and it's conceivable that for 'Pages en France', Google France requires both for full benefit.
Increasingly, tthese days, to do WELL, you'll also need substantial local content - but check your rivals for an indication of their 'localness'
It should be possible to check the SERPS for detail if you are a Francophone!
