Seems the EPA is either purposefully or inadvertantly supporting the passing of a law that could allow testing of pesticides on children that are orphans and mentally handicapped. What is this world coming to.

They tested stuff like that without consent near here in the 1970s, by spraying from aircraft... no-one knew for years why that particular village had a ten-fold increase in birth defects for the next decade.

Big businesses are lobbying all the time to pass lax laws that allow for these sorts of loop holes so they can exploit them.

On August 2, 2005, Congress had mandated the EPA create a rule that permanently bans chemical testing on pregnant women and children, without exception. But the EPA's newly proposed rule, is ridden with exceptions where observational chemical studies may be performed on children in certain situations like the following:
- Children who "cannot be reasonably consulted," such as those that are mentally handicapped or orphaned newborns, may be studied. With permission from the institution or guardian in charge of the individual, the child may be studied.
- Parental consent forms are not necessary for studies with children who have been neglected or abused.
- Chemical studies on any children outside of the U.S. are acceptable.
Scary stuff.

Does it mean any (normal) children outside of the US is accepted? Aren't children outside of the US also human beings?

Many things are done outside of the U.S. because many of those outside governments do not protect their own citizens. Big business knows that and therefore takes advantage of the situations. They'd do more garbage in the U.S. if the U.S. people would allow it. Fortunately, to some degree there are people who won't put up with the crap and expose the not-so-obvious. The only thing that keeps some of the garbage in check within the US is the threat of a huge lawsuit and settlement. That generally does not happen for the very poor people in countries of poverty.

Dang, can't figure out why anyone who is "fit as a fiddle" as the article puts it would voluntarily take a drug when they don't need anything especially experimental drugs. Of course in that case, the person was an adult who volunteered unlike the kids who do not volunteer on their own nor have the understanding of what they are volunteering for.

they were students getting a fair amount of money for drug testing, I remember hearing this on the radio, I just can't imagine someones head to grow 3 times the size... :s lol
Like Curt said, the guys volunteered to this (even tho further testing should of been done before being given to humans), unlike the kids who get covered in the stuff, what is it meant to prove when a kid reacts to pesticide anyway!? it's meant to kill bugs not people!!! they hoping that this one doesn't effect people but kills bugs? or is this where the real X-men will originate from? I mean no pun with the last bit

I don't know about X-men, but I can imagine some will be MESSED-UP-men if this is allowed to come about.
Heads growing 3 times normal size... that is really wacked. I'm thinking that must be very painful or at the very least very unconfortable/inconvenient. What a horrible way to end up.
