Google just launched a new program where they offer $20 commission for every referred AdWords or AdSense customer.
Looks like they are one of the last ones to jump on the affiliate bandwagon.

Nothing wrong with giving a little incentive to spread the word. You're right though, it does seem like they are one of the last people to get in on the affiliate bandwagon.
This has been going for awhile now, has anyone made any real money in referals?
