Are there any risks associated with creating an affiliate program for an existing web site? Specifically, can your site get banned by the search engines if you have affiliates who list your products on their web site and then link directly to the product on your site. Could this be seen as a mirror site or gateway site?

Generally not. The affiliates would have to copy your precise word structure, menus, and meta tags in order for the search engines to think that there is duplicate content. If an affiliate did that, most likely the affiliate's page would be removed from the search engines because your page is older (unless it's not yet indexed before your affiliate's page is indexed). Just don't allow affiliates to copy your pages verbatim. Also, if your affiliate does copy your content verbatim, but they also had other text content on the page, it wouldn't matter to the engines that they copied your content as your page and their page would have a different keyword density and page size. The engines would view the two pages as different.
The only real risk to starting an affiliate program is lots of extra sales and income

The question is why do you want to start your own affiliate program?
An affiliate program may offer an increase in sales, due to the statistical factor, but please read these considerations...
1. A poorly converting site will always be a poorly converting site
2. Affiliates will not work hard promoting a poorly converting site
3. 90+% of affiliates are not worth anything - they expect to make money for little work.
4. Good affiliate need to be supported. Get a few good ones and it will require some setting aside each day to keep up ith them
5. Make sure you can afford an affiliate program - affiliates expect a high reward for effort, just make sure you have the margins to cope
This from someone who operates on both sides of the marketplace!

Nice considerations but if you set up your own program with a script on your host, you have nothing to loose. You can even find free Affiliate program scripts so you have no initial losses. Just promote your affiliate program and collect the money. Like mattfe siad though.. you better make sure you have a good converting site or you will loose affiliate interest and end up blah.......
