The best way to follow the guidelines to get more traffic free. Probably, you have used some of the techniques but it may not be used some useful techniques.
1. Submit your site in free diretories. There are many free general directory where you place you ads free. Just search "directory" in google.com to find out free directory. You may not get more traffic but it will help to increase your rank in search engines.
2. Submit site to search engines manually. YOu don't forget to submit manually in google.com and other search engines. Remember that you should submit search engines once in a month.
3. Forums : You shall place article in forum with placing your website in signature file. This will help to increase your link popularity, that will ultimately increase your rankings in search engines specially in google.com. You should more concentrate to place article in high trafic forum.
4. Exchange Links : You should always try to link with other sites to increase your traffic as well as ranking in seach engines. If it is possible to place one way link exchange to any sites, that will help more. Run of sites will help but one way link exchange is more stronger than anything.
5. Free Ebooks : You can give free valuable ebooks for more traffic of your site.
6. Testimonials : You can place your testimonials with your website address of any website where you have purchased anything or receive good services. That will get more free traffic.
7. Newsletter : You can publish good article in your newsletter. There are many sites where you can get free content. Just search in google.com as 'free articles', then you will receive lots of free articles and you can easily publish in your newsletter or write good articles that will generate free website traffic.
8. Free classifieds. You can place ads in free classifieds, that will generate free traffic. Remember that you should create touchy title and admatter that will attract viewers.
If you follow the above guidelines, that will increase your website traffic as well as search engine rankings.

Two Points on your above recommendations.
Placing your links in forum signatures is not permitted by many reputable forums - although where it is permitted, I doubt it would hurt.
Submitting your site to the major search engines - I would NEVER submit any more. Its not necessary. Even submitting once a month can get you into hot water.
I have used this analogy before. Its like you walking over to your neighbors house once a month to say, "Hi I live next door!" and then leaving. After a while, probably a couple months, your neighbor is going to get pretty anoyed.
I would never submit, but if you must, do it only once when the site is brand new. The SE's will find you on their own if you have even one link in.

Though it is not essential, but if you see, that no listing, you can add your site in google positively.

Dont use any automated submitters. Dont submit your site more than once - ever!
Build incoming backlinks from relevant sites, and the se's will find you on their own.
I repeat, do NOT submit your site every month! You will get undesirable results in the end! Be warned!

I don't think it hurts to submit a site more than once to a search engine (although it probably won't help, either). If it were so, one could just submit a competitor's site a thousand times a day to Google to get that site banned.
