Two questions that I would love to hear your thoughts on. For a small business starting on a small marketing budget, do you think allocating $1,000 will produce any results? Is that too small?

depends on what you are spending it on
If that is all i had, I would spend it on making sure the site is designed to rank well in the organic listings and in such a way that it has the highest conversion possible, a poorly designed site whose message does not come across quickly will fail no matter how much marketing money you throw at it.
