On July 1, a new EU directive goes into effect requiring all Internet firms to account for value added tax, or VAT, on "digital sales."

The law adds a 15 to 25 percent levy on select Internet transactions such as software and music downloads, monthly subscriptions to an Internet service provider and on any product purchased through an online auction anywhere in the 15-member bloc of nations.

Does this cover sales only to folks who live within the EU? Or do they have to charge it to everyone...

For example, when I head to Canada for vacation, I can stop and apply for my VAT refund before I leave the country, as I don't like there and it doesn't apply to me.

From what I understand If the buyer is in EU then you have to charge the tax.

So all eCommerce sites will have to distinguish the shipping location and add the tax appropriately. I'll be curious to see how this is received.

Ohio has a state law that requires you to declare the amount of purchasing you do online each year. You are suppoesd to declare a total and pay the appropriate sales tax on it when you fill out your state returns. I have no idea how many people actually pay it, or how it could be enforced, but it's only a matter of time until the government tries to get their chunk of profit from things. smile

Well it is certainly a begining of internet taxation without representation. Others will follow their model, at first it will probably be difficult but with practice they will get better at it. sad

Ok, so what if someone from within the EU, purchases a product from someplace that is not part of the EU? Do they have to report the purchase themselves and make the payment, since there is no way that the EU can force someone that owns a web site and isn't under their juristiction to track and pay taxes to them.

In my mind, this would simply make it more appealing for citizens of the EU to purchase from web sites NOT in the EU...

I didnt have time to post it earlier and perhaps it would be better if I had added it here or not but it is still another one of the "Piece's of Google's IPO puzzle".
<rant>If you add it to this article below it shows how google is focusing on branding its name and making Google a "house hold name added to a new added legitimate bill".
The current proposed future of organic search is looking down but things tend to go around in a circle and then history tends to repeats itself meanwhile
Google retains its marketshare to continue branding its brand.

However its marketshare is going to decrease and then the playing field will be leveled.
Which in the long run will make the user experience i.e. finding what they want easier and S.E.O. - S.E.M. as a viable and needed technique available for those that want to "excell" thier websites to as close as the top as possible.
