I have a project that I want to share with the colleagues around...
We routinely submit our URLs to hundreds of Page-Rank 4+ SEs and directories. It is a slow and cumbersome process, as most of you know. Some places demand reciprocal link or banner, some ask for proof of humanity (like Altavista's stupid quiz) before accepting 1-5 submissions, some reject sites with certain language, scope or regional attributes.
To simplify this task, we started to compile a database of all the worthwhile (PageRank 4+) sites that accept URLs for listing. We also designed a table to keep our projects' attributes. Then, we can match both tables and find the appropriate places to submitt a site.
So, if we are promoting a site that doesn't agree to link exchanges, deals about XXX matters and only applies to local viewers, we know beforehand to which sites to submitt... maybe a fourth of the total list... so we save time...
The database can be edited online to keep track of which projects were submitted to which SEs. The SEs that changed policies or just died can also be edited...
Do you get the idea ?
Well, this project was meant to service our own 20 URLs and a few customer's ones... but I am thinking in offering this service for a charge... maybe 100 URLs will be free and the whole 500 will cost a few dollars...
Questions:
Is something like this already existing?
Do you think is feasible?
Will this process improve my PageRanks?
Any ideas on how to improve it?

Well I'm not sure how this is different from any other submission service other than the fact that every site that belongs has to have a pagerank of at least 4?
In that case there are dozens of these things all over the place and most of them aren't that sucessful. The people that buy into submitting your URL's to dozens of sites for a one-time fee are those who haven't yet learned much about optimizing their site and working on it themselves. As an example, I don't think you'd get many sales from this crowd because most of us do it ourselves and to be honest, avoid stuff like this. In addition to online services which do this for you (like ineedhits.com) there are also programs like WebPosition Gold (If I remember correctly) which is a very extensive software program to do the same thing. Trading URLS like this isn't going to improve your Pagerank either, a few hundred links about a dozen different subjects isn't worth as much as a few good relevant ones IMO. I'm not sure how you could improve a project like this unless you streamlined it to be an extremely specific niche topic area, in which case trading links might actually be somewhat beneficial. Ie. If every single SE or directory in your listing dealt with music in some way. Just a couple of thoughts.

I see the value in your "product" in relation to directories. For most sites, 99.9% of of search engine traffic comes from the main engines. Occassionally I do find a specialized search engine that suits a particular client but I also have found that the client already knows about it, in most cases. You don't need to submit to the major engines and the client generally tells me about specialized engines (which are of value, in only a limited way, for a relatively small % of sites).
So the value is in the directories. Most of the submit sites I have ever looked at only list the major directories or major directories plus junk. If yours listed major directories plus a list of quality specialized directories, that would be useful, but maybe only once for each submitter - i.e. once they knew the list they would just copy it. As long as you weren't planning on trying to become richer than Bill, you should get some return, plus provide a useful service.

I would assume that most SEOs would have their own database for submissions
sorted by Engine Type/Geo/Industry Type/Requirements etc. with fields for dates/notes/passwords long, short & medium title, description, keywords etc
so your target market would be newbies & site owners etc. I guess

I've invested and have been making consistent returns.
Seems genuine and so far so good. The returns are quite decent and they guarantee the deposits based on their investment in asset based businesses.

Submitwolf, IBP, submitter, etc. There are tons of these types of programs, many for free. The only difference with yours would be qaulity of links.
Typically, over 90% of a site's traffic will come from Yahoo, Google, and MSN. So I would not expect these links to help directly with traffic. They may be more important to offpage SEO (e.g. Google's PR) than traffic. In the latter case, highly selective, targeted links can easily push a site to a PR5.
