I maybe emailing some sites about my services ( not spamming ). But how to i get to talk the right person ? Especially with bigger sites they will just have sales representives taking the email and not someone who can make decisions ? Im afriad they will just dismiss it as junk and nothing will happen.

Why don't you spend a little more time at it and send a preliminary email asking for the right person to talk to? At least that way you'd know you're getting the right guy/girl.

Yes good idea I suppose if i ask to speak to the manager/owner of the website they will probably give me there email address ?

if you go to that trouble to get an email address you're wasting your time and energy.
If you're that targeted and you really want him/her to read your message, go direct mail...old fashioned style.
The reason I say this is because it takes 1000s of email addresses to generate response, I don't care how good a list is.
Cold calling, even just to confirm a name or other info is a 'beat-me-up' gig.
You're actually getting on the phone and working you're tail off for one name. It's costly, requires lots of motivation and the Long distance charges, getting past receptionists, etc. If you want your messege read, Send a real letter with a REAL stamp. (if your list is under 250 names)
If you don't already, learn mail merge on Word.
