    Many SEs borrow search results from other SEs database like www.mamma.com. Or just call other SE for any search. I guess they must be paying them a huge amount.
    What if I wanna make a SE – I mean an independent SE? Do I have to pay the World Wide Web or any other organization or take anybody’s permission? Is there any readymade software? If required I can spend a little.

    You can purchase search engine software, ie, spider software w/ database. Do you want to be another google? Or do you want to specialize in one search area? These are called "vortals"... And i would reccomend starting with a vortal.

    Search the net for "search engine software" you can find some more info on starting a SE of your own, good luck!
