How to you submit to lycos these days..... its still says fast and inktomi...... that doesn;t make much sense

Correct - they are not a submission partner to either of these Yahoo search engines.

Worse still, they continue to try and take money for their monthly Insite service (which no longer exists). I've just done a chargeback for billings they have done since March when the service ended.

Lycos results come from Yahoo's search engine. You need to be included in the Yahoo web page results.
