If I get non us search engines to point at me, and they have a good PR, is that going to help my PR, that's implying that these SE's don't take their data from all the common sources that I'm already listed on?

Only if they have absolute links and don't use a redirection script or serve dynamically generated pages. In other words, standard directories may help, crawling search engines won't (IMO).
