Could someone please advise how I can measure ROI (or simply efficacy) of Google Adwords campaigns, if my site relates to a service (e.g. travel) and is not e-commerce enabled?

If you do not sell anything directly from the web site or wish to sell something from the web site through follow-up then the data Google provides such as your Click Through Rate itself is fine. Other than that, if you sell services through direct contact and not per say from the web site then all staff need to ask purchasing clients if they found you through AdWords.
I would consider putting together a very short questionnaire for your clients to fill out at the time when any sales are being done. If it is short and not invasive, people will usually answer questions. Be up front, tell your clients we are trying to measure the effectiveness of our online advertising and need to get some basic data from you.
Any other thoughts out there?

As I do not know what kind of business you are running my comments will remain brief, however why not had a special landing page with a special e-mail (Ie. supportg@yourmain.com) or if your campaigns on Adwords are important you may decide to get an extra line for calls so that you can track calls and monitor ROI, of course the design of your site will need to be reviewed in order to achieve this.
