I am currently getting impressions and clicks for ads on the content network for two accounts. I NEVER run content ads.
Please log in and check your accounts. I was on the phone to support yesterday and am waiting to hear back!

Hmm... That's scary. Did you pause or delete your ads? And how long has it been since they are off?
I find that my ads still get some clicks even though I've already paused them. I think it's because they don't get paused right away. It takes a little bit of time.
I just don't about the ads that I've long paused or deactivated if they's still getting clicks. I think I'd better just delete them altogether to be safe from unwanted clicks.

Got some content impressions late on Wednesday and some clicks on Thursday. By late Friday (GMT) it was sorted out.
I did pause the ads briefly on Friday but I really needed to keep them running.
Pausing ads can take an hour to be effective as a lot of datacenters have to be updated.

Sem4u is correct that there is a delay involved when turning ads off or on and making changes. It is usually 15-60 minutes but can be hours at times.
Because of the huge network and number of servers involved, changes at Google are not simulataneous across the entire network.
