If position 1 is bidding $.30 - but really paying $.21 because position 2 is bidding $.20, then for a new bidder to get to position 1, one must bid $.31 even though the current position 1 is only paying $.21. Is that right?

Yes, that is correct. And as soon as you bid $.31 the bidder formerly paying $.21 to be in position one is now paying $.21 to be in position two.
If you bid $.29 or $.30 instead, the bidder who was getting position one for $.21 would than be paying $.30 for it.
