Is anyone else seeing Yahoo Local listings polluting the top
positions of the Overture PPC listings on Yahoo?
Try the Tustin Salon keyword on Yahoo. If there are listings
for Beverly Hills or Carlsbad, they are more than 50 miles away
from Tustin CA. To make matters worse, these Yahoo Local
listings don't even appear in the View Bids tool. I don't
even know how to overbid them if I wanted to!
Any thoughts?

Are you talking about listings on Yahoo search or Yahoo local? Where exactly are you searching for Tustin Salon and seeing what you believe are Yahoo Local listings?
While Google local uses regular Google ads, Yahoo Local listings are created in a separate Yahoo Local account. They usually show up only at local.yahoo.com as far as I know today.
Unless they've changed something recently, ads in your Yahoo! Sponsored Search account show up in search (and content if you have that on) and ads in your Yahoo! Local Sponsored Search account show up at local.yahoo.com.

OK. I made a poor assumption that these listings on top of mine were from Yahoo Local. Lets call them Stealth Listings.
I ran some more tests today using Tustin Salon and Anaheim
Salon for keywords.
Here is what I have noticed on the Stealth Listings:
1. They are extremely intermittant, and vary in number.
They come and go with page refreshes. I saw as many
as 10 at once today.
2. They are targeted at keywords with city names in
them. i.e Anaheim Salon not a larger area keyword
like Orange County Salon.
3. They are for businesses that are 50 to 100 miles
away, that would never benefit from their ads.
4. They do not appear in the View Bids tool.
Does Yahoo offer some other PPC advertising feature
that is generating these Stealth Listings?

Clicking on the www.salonsonik.com or Local Info brings up a small Yahoo Searchwindow with a map to their location (from locator.overture.com) and their website
in a window underneath. I wish I could post the link,
but I know I'm not supposed to.

I may not be able to reproduce what you're seeing because I'm not in the same geographic area as you are. Those do sound like local listings but you haven't confirmed WHERE you are searching when you see them.
Are you doing a regular search at www.yahoo.com or are you looking at local listings at local.yahoo.com?
Yahoo! Local Search advertisers can choose the number of miles away from their location the wish their ads to display up to 100 miles.
Is "your listing" that you are concerned about a regular Yahoo! Search paid listing or a free listing in local.yahoo.com?
Usually there are only three local listings about the free local.yahoo.com listings but Yahoo may be beta testing new features there or wherever you're searching.
Where are you searching?

Sorry for the confusion. My searches have been from the
www.yahoo.com main search page.
So, assuming these are Yahoo Local listings, How much
do you have to bid to out-bid them? Can they be out-bid?
These listings are really affecting my results this month,
and I might not even make my $20 minimum.

I found one of the listings you're talking about and it is a Yahoo Local ad listing. I haven't seen local listings appearing in Search before.
I checked with Yahoo and the listing order is based on the bid amount so you can outbid them; however, there is no way to know how much to bid to do that.
With Yahoo! Local Search listings now appearing in regular Yahoo searches you would probably be better off with a Local account instead of a Search account.
There is no minimum monthly spend and you can set your ads to appear for a limited number of miles around your location.
One challenge to Local bidding though is that you really can't tell what to bid or what position your ads will be in.
Unlike Search, you can't see what the other bids are. You can only see an Estimated Max Bid and can see what you're actually charged. No way of knowing how many bidders or what their bids might be.
This is because the Local areas each advertiser chooses can overlap so the number of ads can differ for each town. Hopefully Yahoo will eventually be able to allow bidding to position similar to the way Search works now.
If you want a Local account you can use the link from the bottom left corner of the page in my profile to get a bonus deposit. You can use your existing user name and password and possibly even the existing keywords.
It has been a while since I opened a Local account. I believe you may be able to use your exisint keywords and all keywords use only one ad.
I know you saw that some Local ads land on free Yahoo listing pages but they can also go directly to your Web site or if you have both there will be a link to each.
Although you can log into your Search and Local accounts and use a drop down arrow to get from one to the other, they have separate account balances as though they're totally separate and I don't believe you can transfer money between them.

I wanted to give an update on this situation, and maybe
the YahooRep might have a comment. Unfortunately, the
stealth Local listings are still there. They do not
show up in the Manage Listings tool. From what I am
seeing, the stealth bids are at 75 cents.
If you are reading this YahooRep, I hope you can understand
how frustrating this is. Can you at least make the bids
show up?

The aren't stealth listings; they are regular Local Search ads and they do not show up in the bid tool. Your competition may be bidding 75 cents but they can bid higher or lower if they wish.
As I mentioned, the ability to have those bids show up in the bid tool is very complicated because each local ad account targets only a few miles to up to 100 miles around the location of the business.
Some national advertisers may see no local ads while others may have a lot of competitors. Those listings aren't going to go away so you'll have to outbid them if you want to be above them.
