Is it ok to change the display URL to match the content on the page, even if it's not the URL of the actual page?

For example, a page on Tigers that was at the URL, Animals.com, could be displayed as CoolTigers.com?

Or, is the display URL preference only in place if I wanted to put Animals.com instead of Animals.com/Tigers/

I'm not too clear on your question but if you have animails.com/tigers/ that is perfectly fine.

Google's policy says:

"This is the URL displayed on your ad to identify your site to users. This URL displayed is limited to 35 characters; it need not be the same as the URL your ad links to, but it should be an actual URL that is part of your site."

See the help file for Display URL. I have seen Google disapprove ads because the display URL was not a real URL on the advertiser's site.
