Does anybody have any stats on whether or not searches done in other countries are primarily in their native language or in english. And also if creating english ppc ads on foreign engines (Yahoo! and Google) is a good idea. I am mostly looking at Japan, France, and Spanish speaking countries.

I don't think an ad in English will have much success in countries like Spain, France and Japan. English is not spoken/understood there, and often not even appreciated. Smaller countries like Sweden, Norway of Belgium are more open to the English language and more people in these countries have of knowledge of English. But even here people are much more likely to click on an ad in their own language.

Advertisers wishing to have ads displayed in other countries should have ads and at least the pertinent pages on their Web site translated into the languages of those countries.
Yahoo will not accept ads for non-English speaking countries that are not in the language used in each country. The ads must lead to page(s) in that language.
Google has options to target specific countries and languages so you could possibly run ads for the English speaking users in a non-English speaking country. I would expect the traffic to be rather low.

It definitely makes sense to translate your ads for international audiences... However, the countries mentioned do have very large and growing English speaking populations.
Japan is spending a lot of money on English teachers and has been for quite a while. A large part of people in Spain are bilingual and the same applies to France to a lesser extent.
Sometimes people understimate just how pervasive English is becoming.

Although English is commonly used in many countries and has been for a long time in some, most people are still more comfortable reading in their primary language.
I saw a study somewhere of the increase in Web site usage among English reading and speaking subscribers when versions in their native language were offered.
In many countries English is taught in school, so if someone uses it at work or for some other reason they'll often still read and/or speak it as an adult while someone who does not will usually remember little of it.
When I worked for IBM even though other countries had their own IBM corporations run separately from the U.S. parent corporation with employees almost exclusively native to those countries, only the safety warnings in technical manuals were translated. All other materials were in English.
During the 1984 Olympics, most men competitors from European countries spoke quite a bit of English and their wives who were primarily housewives had forgotten what they learned in school because they had not been using it.
I once spoke, read, and wrote fluent German; however, now I remember very little. I believe it would come back to me if I made an effort to use it again.
