I have heard that normal CTR is around 2-3%. How does ad position on the page further affect this?

Does the 2-3% relate to position 1?

There are many factors involved in CTRs and position is a very big factor - probably the biggest. Ads in the top left position get the most clicks as do other positions on the top left in the search results.

Now that Google Analytics shows actual position advertisers who have it running can see this. I see a much greater percentage of clicks when ads are shown in positions T-1 through T-3.

The 2-3% is a good level-setting figure. It helps advertisers understand it isn't realistic to expect one-third or one-half of their impressions to garner clicks and more importantly, that it is unlikely that a large percentage of clicks will generate sales.

I wonder how many people have advertised a car or sold a house and felt sure that anyone who called or came to look was going to buy. Eventually we realize that there are always more lookers than buyers.
