I was just reading some guys blog... he claims that with Adwords, your billing reputation makes a difference with how many impressions you will get served.
IE. if you have a card that gets declined, and then you start up again, your ad won't get as many impressions as a card/account that is always in good standing.
Is this true?

Did he indicate where he got that information? I have not seen nor found anything to confirm that; however, Google does measure everything and tends to put that information into practice so it would not surprise me if it were true.
Advertisers should be aware that Google has had an issue for at least the past couple of months that is affecting credit and debit cards that are close to their spending limits.
Their system has been "checking" to see if the money is there and then going back and debiting the amount. Unfortunately, at least some banks and PayPal put a hold on that amount when they "check" and if you don't have double that amount available your bank or PayPal may decline the actual transaction resulting in your account not being paid.
I was able to confirm that Google was aware of and working to resolve the issue. I do not know if it is now fixed or not.
