Welcome kotseo.
There are numerous free online, subscription, and software programs for doing keyword research. There is no consensus on which is the one "best" tool.
Many keyword research programs pull data from the Overture database of last month's searches. That database can be accessed by using the free online Overture Keyword Selector Tool.
I prefer using the Ad Word Analyzer program. Others use a similar program called Keywords Analyser while some swear by the online subscription services Wordtracker or Keyword Discovery.
You set your initial bids when you are creating your ad campaigns in Google Adwords. They can be adjusted at any time by returning to that ad group. I posted my process for Adjusting Google Bids.
Google's estimators and suggested bid amounts are very inaccurate. The two software programs mentioned above can pull the highest bid at Google. I do not believe there is any way to see what everyone is bidding at Google.
