We are in the process of redeveloping our site but our cuurent site used black hat tactics. I was not aware of this until today when I got an email from google notifying us that our site was removed. I called out webmaster and told him to immeditaely remove all instances of hidden text so we can resubmit. Either way, we have been removed for 30 days. Can we, in the interim, use adwords so at least we still show up. Or are we not allowed to use adwords since google banned us? What about Yahoo's paid search?

You should be able to use Google AdWords and Yahoo! Search Marketing as long as you're not violating the Google AdWords or Yahoo! Search Marketing guidelines.

As usual, B. Hartzer is correct. You can run PPC ads to your site (provided it is not advertising the few things that are not accepted) as that removal should only affect organic listings.

Both Google Adwords and Yahoo! Search Marketing systems are far more complex than they appear at first and both charge based on your results so I do recommend you either read up on them or request professional guidance. It is too easy to spend more than you make in profits.

You are always welcome to post questions here and benefit from the joint shared experience of everyone at Search Engine Forums. Also see the sticky threads in this forum for useful links and information.
